Advocate Yosefa Kahana Winkler is an associate lawyer in the Planning and Construction Department at Weksler Bregman & Co.

Yosefa interned at the firm in 2010, and joined us as a lawyer after qualifying in 2011.

Yosefa has particular expertise in representing and guiding clients on a broad cross section of issues relating to the planning and construction of real estate projects, including providing her legal support for the entire span of complex planning initiatives – starting with consultation at the land‑acquisition stage, through to representing clients in the planning processes and culminating in overseeing the licensing procedures required to realize the project and to reduce the potential level of betterment levies.

As well as specializing in planning and construction, Yosefa has extensive know-how in this sector, particularly in relation to the commercial aspects of real estate, including residential real estate projects, the purchase and sale of land and properties, and urban renewal projects for various kinds of development in Israel.

Yosefa has great experience in representing clients in objection procedures, appeals and other processes with the National Planning Committee, as well as in overseeing construction licensing, building permits and exemptions. She also provides the firm’s clients with legal opinions on various aspects of planning.

Adv. Kahana Winkler regularly represents and advises some of Israel’s leading real estate corporations, landowners, private promoters and commercial banks, in locating and purchasing land designated for development and betterment, in providing guidance in the planning procedures with the planning authorities for the implementation of an appropriate urban building plan – up the stage of its approval, and in giving legal advice on the planning documents and in drawing up agreements with the authorities.

Inter alia, Yosefa represented and supported one of the Israel’s leading real estate companies in initiating and approving of a complex urban building plan entailing a change of use and the addition of tens of thousands of square meters of construction; she represented another leading company in a betterment levy appeal for the levy to be reduced by millions of shekels; represented private landowners in initiating and drawing up an urban building plan for change of use and the addition of thousands of square meters of construction rights; represented various banks in improving rights in land which they owned and submitting objections to national infrastructure plans; and she represented a company in an arrangement for the non-standard use of its land, including by representing the client at the Israel Land Authority in complex issues that arose within the arrangement for the non-standard use.
